Like Soylent Green, the Government is people.

The Government in the United States is under the rule of law. So are its people.

Once a large enough band of people get together to do something with a single purpose, it’s equivalent to a Government. And once they reach critical mass, it becomes law due to pressure from the people.

This is why people are reacting strongly to your proclamations on freedom of speech — because the actions of the populace are the actions of the Government.

Sometimes the timescale is shorter than others, but separating Government from The People as if it’s a huge separate monolithic entity is a mistake in logic. It’s not — they’re one and the same, on a long enough timescale.
